Workforce Programs
First Source Hiring Program
The Los Angeles World Airports First Source Hiring Program (FSHP) was approved by the Federal Aviation Administration in October 2006 and began implementation in December 2006. FSHP is administered by the Business and Job Resources Division of Los Angeles World Airports and was created as a part of the LAX Master Plan Community Benefits Agreement (CBA).
FSHP language is contained in all new LAWA contracts and will apply to any contract amendments or extensions to existing contracts and non-exclusive licensing agreements.
FSHP is designed to provide employment consideration and access to vacant positions for residents from the communities immediately surrounding the airport and those most impacted by airport operations. These communities are a part of the Project Impact Area (PIA) and are comprised of South Los Angeles, El Segundo, Hawthorne, Inglewood and Lennox.
LAWA employers submit their open positions to the FSHP and we attempt to fill those positions by working closely with our program partners to find prescreened and qualified candidates to apply.
Participation in the FSHP has grown from one company in December 2006, to over fifty companies today. As we make contact with LAWA employers we continue to add new companies to the list.

HireLAX
The HireLAX Program provides local residents access to enroll in a comprehensive, construction apprenticeship preparation program offered by select public agencies or community partners. Upon completion, program graduates are competitively positioned for placement consideration on a LAWA construction project through its contractors and local craft unions. Veterans and women are strongly encouraged to participate in the program.

Helping LAWA Employers Build and Grow Their Talent Pool
LAWA employers have access to free services to help recruit and support their hiring needs. The taskforce is comprised of local workforce centers who have partnered with LAWA and specialize in job training, career guidance and job placement assistance.
Keep LA Working Grant
This State awarded grant services displaced LAX employees due to businesses adversely affected by COVID-19, resulting in workforce downsizing. Eligible participants receive training, support services, career counseling, and job placement support.
iCARE Program
Los Angeles World Airport is undergoing a major transformation to meet the demands of an ever-growing, dynamic traveling public. The iCARE Crew is a team of frontline employees assigned to the curbside to support guests with way finding and informational assistance, particularly as LAX is in the midst of extensive construction airport-wide. The iCARE Crew will also help during irregular operations, emergencies, and special events.
Rapid Response
Rapid Response is a federally mandated and funded program designed to provide immediate, on-site assistance to businesses and employees affected by downsizing or plant closures. The BJSR team works in concert with the City of Los Angeles Economic Development Department (EWDD) and the State Employment Department (EDD) to coordinate Rapid Response sessions targeting the impacted workforce.
LAWA Equity and the Economy
A webinar focused on exploring the importance of diversity, equity, and inclusion (DEI) initiatives in the workplace, outlining LAWA’s commitment to DEI, and to hear about the short- and long-term DEI goals of our corporate partners through a distinguished panel of experts. Key areas covered include empowering strategies and tools to advance racial equity, steps employers can take to become an antiracist employer, and the positive impact of adopting antiracist practices, policies, and people management strategies.
Hiring Fair Flash Report
The LAX & SoFi Stadium Hiring Fair was a collaboration between LAX and SoFi Stadium to fill thousands of essential jobs in aviation, concessions, entertainment, and special events. An estimated 60% of hiring fair attendees, 35% identifying as BIPOC youth and young adults 18-29, came specifically from neighborhoods identified by LAWA as targeted economic impact areas seeking new job and career opportunities.
Of the total number of jobseekers that interviewed from one of LAWA’s 15 targeted neighborhoods, 78% received conditional job offers on-the-spot. Jobseekers from LAWA’s economic impact areas received digital pre-interview soft-skills training and coaching and were hired on-the-spot for various quality job opportunities and career pathways providing self-sustaining entry-level wages, benefits, training, and career advancement opportunities. Additionally, representatives from ten Worksource Centers and South Bay Workforce Investment Board connected 1,000+ unemployed jobseekers to state resources and other economic support at a critical time when unemployment benefits are ending.
Over 40 employers representing a wide range of industries, including aviation services, logistics, hospitality, retailers, construction, and facility management deployed 100+ recruiters seeking to fill more than 5,000 total positions needed to be filled by their respective companies. In total, over 700 job offers were extended during the event, achieving an average hiring rate of 250 candidates per hour who found employment with private employers committed to providing high-quality jobs and career opportunities. Every position that was offered including immediate access to employer-based benefits, and access to professional development and career advancement opportunities.

EWDD currently operates 16 WorkSource Centers and 3 portal offices located throughout Los Angeles. These centers act as your personal employment agency and our services are always FREE. Services are offered to adults, dislocated workers, veterans, the homeless and the re-entry population and include Job Training, Resume Building and Interview Skills, Phone and Computer Access, Skills Workshops, Employment Referrals, Customized Job Matching via CalJOBSSM, Career Guidance and Placement Assistance. The Center assist previously incarcerated and gang affiliated community members for careers in the construction trades by providing them with information, experience and skills necessary to be successful. The Center helps individuals in these high-risk circumstances overcome barriers and reach a state of economic stability, ultimately providing them with viable alternatives to repeating offenses, criminal activities, and violence.
The main components of the services include case management services and a nationally union-approved course (MC3). To prepare participants for obtaining and retaining employment, the program is further supplemented with life skills training, employability training, hands-on volunteering with Habitat for Humanity, union site visits, and guest speakers.

The Los Angeles County Probation Department InVest program leverages existing Countywide economic and workforce development initiatives, with partner agencies participating in the "Offender Workforce Development Specialist" (OWDS) training. Upon completion of the OWDS, these participants, including probation officers and AJCC Career Development Specialists, received certification as "Global Career Development Facilitators," with specialized knowledge for assisting reentry populations as they transition from prison to jobs and careers. The INVEST program, focused and refined to offer the appropriate services at the appropriate time, comprises the following: skills and job assessments, soft skills training, enhanced social skills development, barriers identification, job skills development, job preparation, job training, access to education resources, employment retention strategies, system navigation of the County’s America’s Job Centers of California (AJCC), peer supports, intervention, supportive services, and career path development. PVJOBS offers Pre-Apprenticeship Training for those wishing to learn more about the construction industry. The Construction 101 classes are three weeks long and require an attendance commitment from 9 a.m. to 2 p.m. Monday through Friday. The Tech Math course is eight weeks in length and is held from 9 a.m. to 2 p.m. on eight Saturdays.
participants will learn the basics of the Occupational Safety and Health Administration (OSHA) regulations and receive their OSHA – 30 cards; gain knowledge of the local construction trade unions; take field trips to local union and construction sites; receive hazardous materials training; and conduct hands-on work regarding the use of construction math, measurements, tools and materials.
